How to add comments under images in freeware version 4.6.2 of Cam2pc in non-commercial use with Windows 8.1?

You can't add comments under the images but you can add comments to the EXIF metadata section. Select the image, press the Comments button and enter the text you want. When browsing an image, right click it and select View EXIF data. The comment box will be displayed among other details about the image.
