How to remove BlockTheAdApp?

I'm from Russia and I want to delete this extension for Google Chrome. But I can't due to the rule. What to do?

To delete an extension from Google Chrome, follow the instructions below:

Google Chrome and other Chromium-based browsers: type chrome://extensions in the address bar. Press the thrash can icon next to the intended toolbar.
