How can I install a program, that is made for 32-bit, on 64-bit Windows version?

This depends on the installer file. If this is made on 16-bit for example, you will not be able to install it. However, if you can't install the program on the regular way, you can right click on the Install.exe file and choose Properties > Compatibility tab and from the drop down menu choose Windows XP SP3. This will usually work. If not, there is no way to install the program and you will need an updated version.
