I can't download apps of the Google Play Store on my Samsung Galaxy S2. What should I do?

Every time I try to download an app off Google Play it says "_______ cannot be downloaded due to an error (403)".

I have tried factory resetting the phone updating it, but it is not working.

Error 403 means that you are forbidden to download the package from their servers. This could happen if you attempted to install the application very fast or used a proxy to browse to the Google Play. However, If you already tried to factory reset the phone, then add another Google account and download the apps through the Google Play Store in your phone. Another thing to do is to change the network connection. Switch between WiFi and Data.
