There's no newer version of the Smart Start French deluxe, compatible with the newer Windows editions.
You can try and run Smart Start French deluxe on your XP/Vista version.
Go to the .EXE file for the program.
Right click on the program file (the .EXE or .COM file).
Select Properties from the menu that pops up (#1).
Select the Compatibility Tab in the dialog.
Change the options so that the program opens in Windows 95 compatibility mode.
If this doesn't work, then try checking the "Run the program as an administrator" box (#3 - the properties menu).
