You receive this message because the application is not installed properly on your computer. In order to fix it, remove the utility (Control Panel > Uninstall a program), run CCleaner to make sure that there are no leftover registry keys in your system and reinstall the program. If you don't have the installation package of TrakWebEdit2008, I suggest contacting the developers to ask for it.
