I want to play my DVR files on iPad. How do I download and install D9-Viewer on my device?

You can't download and install D9-Viewer on your iPad, because the application is not compatible with iOS platforms. I recommend you use DiViS DVR Viewer which requires iOS 5.0 or later and is compatible with iPhone, iPad, and iPod touch.
