This happens because of the driver and the port. Try switching the USB ports if it's on a USB Connection then go to Device Manager and manually uninstall the driver, then restart the computer and let Windows install the driver. Once you complete this operation, the mouse will work normally. It happens from time to time because the compatibility between the standard windows driver and the devices.
