You haven't mentioned whether you have backed up your iPhone in your description. If you had created backup before losing photos from your iPhone 4, you can easily get them back by restoring your iPhone 4 with iTunes or iCloud backup. If you haven't make any backup, and those photos mean a lot for you, you have to purchase some iPhone data recovery tool. You know that almost all the data recovery tools are not free, those free version only allows you to view what you deleted instead of recovering them. So go to download sites and choose one for you.

By the way, I have used one iOS data recovery tool named PhoneRescue to recover deleted videos from iPad, it really works well. Maybe you also can give it a try!

How were these pics deleted? You deleted them via iPhone or sync them with iTunes? If you deleted photos from iPhone directly, there is a big chance for you to recover deleted photos from iPhone. As I know, iTunes can backup data automatically when you sync it, so you can recover them via the most recent backup.
Remember not to connect iPhone to PC directly unless you choose "prevent iPhone from syncing automatically."
Click the File menu and select Devices > Restore from Back up.
All you data come back after you restart your iPhone
If you are not lucky to lose all backup and no backup in iTunes, sorry to tell you that you cannot restore iPhone unless you do not mind using iPhone data recovery programs.

As far as I know, there are three ways to solve this problem:

  1. If you have backck your photos before, you can restore the photos from the backup on the PC, whether it’s from iCloud or iTunes.

  2. If you have upload your photos to cloud drives like Google Drive, Dropbox, you can recover the photos from cloud.

  3. If you don't have any backups or methods above cannot help you work it out, you can try some third-party softwares, like iPhone Data Recovery. You can use the following tutorial to get your precious photos back:

Hey, you can follow the steps below to recover your lost photos:

Step 1. Connect iPhone 4 to computer
First of all, connect your device to the computer which you downloaded Tenorshare iOS Data Recovery. Run iOS Data Recovery on your PC and the program will detect your iDevice. Hey, you can take the following steps to recover photos from iPhone:

Step 1. Scan iTunes Backups for Your iPhone
Launch the installed iTunes Data Recovery on your computer and choose the iTunes backup of your iPhone. Click "Start Scan" to continue.

Step 2. Recover Photos from iPhone Selectively
After the scan, all found files will be displayed in categories. Preview the photos one by one and select the ones you want to recover by RecoveryTool. Finally, click the "Recover" button to save them to your PC.
