I have this blue and yellow shield on the icon of Google Chrome that isn't letting me use it. I have Windows 8. How can I fix this?

The blue and yellow shield around its icon means you need the Administrator rights to run the program. You can right click on the icon and choose Run as Administrator to open the software. Also, it isn't advised, but you can turn OFF the UAC (User Account Control). By doing this, you should be able to run the program without administrator rights. To fix the shield problem, you can also create a new elevated shortcut for the program. To do that, press CTRL + R, type taskschd.msc and press Enter. In the new window that opened, select the left pane and click on Create task. Go to the General tab, in the Name field input the name of the program and be sure to check the Run with highest privileges box from the bottom of the page. Go to Actions tab, click on the New button, in the program/script box copy the following line : %windir%\System32\cmd.exe and the Add arguments box should look like : /c start "Task Name" "Full Path of Program" (for Google depending on your OS : /c start "Chrome" "C:\Program Files\Google Chrome\Chrome.exe"). Go to Condition tab and check the Start the task only if computer is on AC power option. To finish click OK. Now click on an empty space of your desktop, select New > Shortcut and a new window should open. The location field should look like this : schtasks /run /tn "task-name" where task-name is the name you previously choose. Click Next and then Finish. This should solve your problem.
