The backup PIN is sent to the email address that is attached to the phone, usually Gmail. If your phone does not have an active data connection, then you will need to Factory Reset the phone via Recovery Menu. Turn off the phone then press Home, Volume Up and Power Button altogether. After entering Recovery Menu, use Wipe Data, and you will unlock the phone.
