Does anyone know what this app is?

What the heck is this "Tom's dinner" app on my phone for? What does it do? And where can I find it?

This is a Live Wallpaper. It's called bloatware as it comes pre-installed with the OS of your system. To enable it, keep the finger tapped on the homescreen then select Wallpapers followed by Live Wallpapers. You will be presented a list with all the Live Wallpapers.
