The GE MDS Toolbox is no longer being updated. Because of that, the application doesn't run on Windows 7 64-bit. It works only on Windows 7 32-bit, Windows Vista and lower. You can try to download and install Windows XP Mode and install the application in this environment. Windows XP Mode makes it easy to install and run many applications that run on Windows XP directly from a computer that runs Windows 7.
