Try using Revo Uninstaller. Even if it can't uninstall the application normally, it will force it to uninstall by wiping out all traces of its presence from the system, but first you need to download and install it then reboot the computer in Safe mode (Restart > Press F8 until the service menu appears, select Safe Mode). Launch Revo and proceed to uninstall. TuneUP will not run in Safe Mode and this is the easiest way to get rid of the application.
