I'm looking for a program with the help of which I can burn multiple short MPEG or AVI files on a DVD and have them playing continuously like a music CD. Then I could watch a bunch of them on my TV.

There are numerous programs able to join multiple movies into one file. You can try to use MediaJoin, CombiMovie, Windows LiveĀ® Movie Maker or Easy Video Joiner. All of them are free and easy to use. After your file is ready, you can burn it on a DVD with Nero Ultra Edition.
