PCUtility is an application which is running inside Windows 7 desktop mode but since you cannot boot, it's practically useless now. Try to restart the computer and then continuously press F8 until the service menu appears. Select Last known good configuration that worked and Windows will try to restore its functionality.
Once the computer will boot, there will be the possibility to use PCUtility.
