Why Mobile Partner cannot send message to more than 20 mobile phone numbers?

I should send messages on more than 20 phone numbers and with text consisting of more than 2.024 characters.

This is a limit of the software. You cannot send messages to more than 20 numbers because this is the way the application was designed. However, there might be the possibility to tweak this number. Go to Configuration and manually try configuring this setting. If there is nothing to configure, then this is the limit of the software.
