This happened because after you re-install your Windows OS, you lose most of the data of the programs you had previously installed. This is why It's recommended to back-up any valuable data that is in the same partition with your Windows OS. Try going into the partition of where your Windows is installed and look for a folder called "Windows.old" if it's there it means that your old copy of Windows is still there and you may find your database.
