Unfortunately, you can't use the application in Dubai (UAE), because UAE is one from the countries that blocked the VOIP services. Other countries that doesn't allow the VOIP communication are: Bahrain, Belize, Yemen, China, Jordan, Kuwait, Iran, Malaysia, Libya, Thailand, Syria and Pakistan.
