There are multiple issues that could be at play here. Try to uninstall and install the software again, see if that helps. Your laptop may not be connected to the Internet properly; since you can log in with your phone it somehow shows that the problem is not server-related. Check your Internet connection, see if you have any proxy settings set that may cause these issues.
You can try to check if your internet is running by simply opening the Windows Command Prompt (cmd.exe) and type, for example:
ping -t google.com. At this point if you are receiving data packets and there is a stable feedback without timeout your Internet connection should be working just fine.
