Error message while using Vodafone Mobile Connect USB Stick.

I constantly get the 'NO DEVICE" error message. Sometimes this thing connects to the Internet, but sometimes it doesn't.

You need to check the Device Manager to check whether the device is properly installed or not. If not, the device needs to be installed again. On the other hand, this could be a hardware error and you might need to replace the device. The installation package is launched automatically when the device is inserted after the previous version of the software is removed.
