Handler problem on Sanyo Incognito.

I have been informed by my Sanyo Incognito Boost mobile phone that I need to get a "handler". I have searched forever. I'd like to know if downloading this on my PC will allow me to install it in my phone. If it is, how do I go about transferring it from PC to mobile phone?

The application is not available for mobile devices. It was meant to control the copying/moving process on Windows. There is no such thing as handler. The correct meaning of the word means that you are trying to download a file type that is not supported by your phone. The interface and errors are badly translated.
