Why does this DLL keep coming up on my computer? It's about arccon.dll.

That file is part of the ArcSoft Connect. You can either re-install the application or uninstall it completely if you don't use it. You might go to Start > Run and access System Configuration by typing msconfig. Select Startup and disable ArcSoft Connect.
