In order to transcript audio MP3 files to text you can try EureScribe or Express Scribe. Even if Express Scribe is not a free application, you can download and install for free the trial version of the program. Beside the trial version which supports .wav, .mp3, .wma files, the full version supports other particular formats like .dss, .ds2 and .mvf.

There's librarian software from rescarta.org which can do this which is free and open source.
