My Pioneer DVD-RW DVR-K17A ATA device is not working due to an error code 39. Can you help?

My computer is a Toshiba Satellite L40. When I try to use the DVD player it says that the driver is not connected and I get a "Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)" message. What is the solution for this error?

Right-click on the Computer icon, select Manage and go to Device Manager. Double-click the Disk Drives option, right click on the device and select Properties. Go to Driver tab and click the Uninstall button from below. Restart your computer, open the Device Manager, go to Action tab, click the Scan for hardware changes and follow the provided instructions. Also, I suggest you to go to Start, to type regedit and to open the utility. Navigate to HKEY-LOCAL-MACHINE > SYSTEM > CurrentControlSet > Control > Class > {4D36E965-E325-11CE-BFC1-08002BE10318} and delete the Upperfilters and Lowerfilters values. After that, reboot your computer.
