In order to fix this issue, go to Start, type msconfig and press Enter. Go to Boot tab, check the Safe Boot box under the Boot options, press OK and restart the PC. After that, right-click on the Computer icon, choose Manage and select the Device Manager. Go to Universal Serial Bus Controllers, right-click on the USB Root Hub and select Uninstall. Go again to System Configuration (msconfig), uncheck the Safe Boot option and restart the computer.
