The communication of RSSQL and VB

We've updated a MS Access database with information from RSSQL. The database update process is triggered by a PLC, and it works very well. I need to switch from Access to SQL, and I will be using VB .NET to read the data from SQL which needs to be in real time. This means that I will need to update the record set that the VB program is viewing when a record is added. Is there a way that RSSQL can talk to VB and tell it that a record has been added? If so, I can then run code to refresh data from SQL.

Also, is there RSSQL manuals and a FAQ area?

There are RSSQL websites with user guides, but those user guides are hosted on third party web sites like Scribd or Baidu. You can access them, however, through the Google Search engine. Secondly, another search will also reveal details about communication between RSSQL and VB. There is no step by step guide but you will find necessary information related to this procedure.
