Most likely the error is related to driver's installation. Access the Device Manager using Start > Run > devmmgmt.msc. Identify the phone and then right click it and select Update Driver. Make sure you are connected to Internet and let Windows Update search for the required driver. Additionally, point the installer to the installation folder for the application related tot he iDEN Download Apps Utility.
