Is there a program that doesn't require an Internet connection to view the Earth?
I Believe that Google earth will save some data for offline use, but I am not positive. I can view some things but not all while offline. (for instance, street view is not available, it doesn't even show the little cameras.)

Firstly, you need to know that Google Earth can save small amounts of data that you can access when you're offline. Check the Support page for further details. Unfortunately, there isn't a program with the same capabilities like Google Earth, but you can check the Software Informer database for an alternative solution. Many of these programs are free of charge and easy to install and use.
