I am getting a message while installing Popular Net Jobs Toolbar. It says that he package isn't signed and gets crashed.

Please reset Internet Explorer settings and then start the installation again. You can do this from Start > Control Panel > Internet options > Advanced > Reset. If you have a browser different from Internet Explorer, you can open the toolbar's link in that browser and the installation method will differ.
