Will WP Count work properly in Windows 7?

I have WP Count 4.0. Will it install and work properly in Windows 7?

This is a Wordpress plug-in. It will work in Windows 7 too, but with the help of the Wordpress script and XAMPP or any other http enabled PC with MySQL database.
