When I play Assassins Creed 3 it runs as if in slow motion. Will driver update for ATI Radeon HD 4300/4500 series help?

It is installed and I am running Windows 7 Ultimate. When I play Assassins Creed 3 it runs as if in slow motion. Do I have to download another driver so that it is more compatible with Windows 7, not Windows Vista which I was
previously running?

OS: Windows Vista (SP2) / Windows 7 (SP1) / Windows 8
Video Card: 512 MB DirectX 9.0c-compliant with Shader Model 4.0 or higher (GeForce 8800 GT or Radeon HD 4850)
Sound Card: Yes
Free Disk Space: 17 GB

Recommended requirements:

CPU: 2.6 GHz Intel Core 2 Quad Q9400 or 3.0 GHz AMD Phenom II X4 940
CPU Speed: Info
RAM: 4 GB
OS: Windows Vista (SP2) / Windows 7 (SP1) / Windows 8
Video Card: 1024 MB DirectX 10 compliant with Shader Model 5.0 or higher (GeForce GTX 460 or Radeon HD 6850)
Sound Card: Yes
Free Disk Space: 17 GB

The minimum Radeon HD card supported is Radeon HD 4850, as you can see, but the problem is not only in the video card as it's in the CPU and RAM. If you don't meet these requirements you will experience the problems you've mentioned. I suggest an upgrade if you really want to play it decently.

Did you try updating your graphics card?
Once I did that it wasent slow or "slow-motionish"
But sometimes it goes back to fps dropping ;/
But half of the min's or hours I play on it, it is mostly like playing the xbox
