I have tried downloading it from 3 different locations. On one occasion I downloaded it from the author's website and then upgraded it from the same site.

Indeed, the program is showing that error upon launching. I have tested the application in various operating systems including Windows XP, Vista, 7, 8 and the error is the same. I believe the developer forgot to include this file with the distribution of their program. I also looked up for the missing file in Google and couldn't find any results and the only choice remains that you contact the developer for the missing file.

The problem is that you are missing the msvbvm50.dll file that MS no longer ships with Windows. Just download it and put it in the OCDB folder. It is widely available, including from Microsoft. Don't forget to run the OCDB installer in WinXP(SP3) compatibility mode. If this isn't enough to make it work, copy the file ENCRYPTER.OCX from a sub folder of your Windows folder to your OCDB folder. I can't recall the folder name, but a search will locate it easily. It's possible that it isn't properly registered, which isn't needed if it is locally available. Doing this fix, I have OCDB running just fine on my new Win7 64-bit desktop.

I had the same problem. I downloaded and installed a program called JB Music Catalog. I didn't particularly like this program but it added the items Offline CD Browser required. I then installed and ran OCDB. It worked flawlessly
