Why don't versions after FF4.7 make files as small as 4.7 using optimal Qual and size settings?

Since v4.7, when I run FF using the Optimum Quality and Size setting (I always convert to .mp4) I end up with a converted file (even from mp4 to mp4) larger than I get using v4.7 --- often as much as double the size. Are there settings in later versions (currently 5.8.1.0) that will produce converted files as small as 4.7 does or is this a lost cause? I love FF, have used it for years, and would prefer to use the latest version if possible, but not at the expense of ending up with much larger file sizes.
