Ornamental Pro 2010. Can't adjust or move anything in less than 1 inch increments.

I've used Ornamental Pro 2010 for a few years now. It's been great. So useful for so many applications. Lately however it has been difficult to work with. I can't seem to adjust or move anything under 1 inch increments. Under those conditions the fine details are impossible to acquire. Sometimes things are overlapping terribly. Why is it doing this and how can I fix it?

put a decimal point in front of the 1'' and it will move 3/32'' at a time.
I zoom in and make fine adjustments if it overlaps.
