The work layers priorities aren't being read by the laser cutter?

I have set the work priority layers but laser cutter insists on cutting the second layer first no matter how many times I change them and change colours etc. I make jewellery so need to cut tiny holes in objects before they are cut, but it keeps cutting round the larger objects first.

Any help would be hugely appreciated.
