Are all functions available for accessing Spread32 workbooks using VB .Net?

I am looking for a spreadsheet that is not Excel that I can read/write data from/to using VB.Net 2010. Does Spread32 allow that kind of manipulation?

The .NET version is available only for the CE devices. You can check that on the official website of the developers which is surprisingly online for an application that is so old.
