The dialer code should be emailed to you after you've used the recovery procedure (while the Internet was open). There is no other way without involving a 3rd party tool to remove it for you.
The simplest way is to visit a local phone service shop and they will remove the protection for you for a simple fee. They have the hardware tools that connect to the phone's memory, therefore bypassing the restriction.
