I can't test if the Panini Universal Installer is compatible with the Windows 10 operating system because there is no download available. I've checked multiple websites including the official one but couldn't download anything from their website.
You can either live with the idea that Panini Universal Installer isn't compatible with Windows 10 and it's actually discontinued or contact the developers and ask for information.
