You can't upgrade to Windows 7 from those versions of Windows operating systems. Windows 7 needs to be installed from scratch, but the problem is that Windows 7 isn't sold anymore. It might benefit from support, but it isn't sold on the market.
You will have to completely upgrade your PC to support the newer version of Windows which is Windows 10. You can start here with the whole process.
