This happens because the iCueScheduler is not available anymore. In fact, the software is discontinued and all the websites listed the program as being malware, therefore I would stay away from downloading it if you managed to find the installation file on a website.
I've checked the official website as well, but an IIS default page was shown instead. Unfortunately, you can't get this anymore.
