The only thing I could possibly think off is related to compatibility and Administrator access. Try reinstalling Cakewalk Overture, but this time do it with Administrator access, meaning that you should run the installation package as Administrator (simply use right click on it).
Secondly, each time you run the software, use the same procedure, but this time only the Run as Administrator option without any compatibility tweaks applied.
This simple tweak will fix the issues with the missing DLLs.
