The downloads page of WHONET contains the installation packages that you need. There is also a WEB version that you can try as a demo user (details on the page). I suggest downloading the latest version (the one in the middle) to be able to browse the data you need.
From what I've seen on the web version, you use the available database to extract the information based on search input, meaning that to be able to actually get results, the forms will need to be completed.
