This happens probably because F1 2017's installer lacking admin rights. Close the installation or force close it using the Task manager, then locate the installation package and right click it. Select Run as Administrator and start the whole process once again. To avoid any other issues, make sure to select a path that is not on the C drive. The C drive is reserved for system applications. Pick D or E, depending on what you have.
Or if it's possible, obtain another version of the installer.
