I analyzed the application and from what I see, you have to set the delay of the bounce, a reason, and set the nics to bounce. Also, the software might not be compatible with the latest version of Paltalk. The latest version of PalBouncer is 1.1.0.3 and it was released on Apr 27, 2008. A long time has passed since the latest update was released and most likely this is the cause to the error, but try as I said here. If it doesn't work, then the reason is compatibility.
