I've downloaded Icon Viewer and observed that the application is very simple when it comes to file manipulation. It allows you to open the supported files mentioned in its description. If you have it installed, go to File > Open and select the ICL file. The software will then display all the files inside the ICL file.
Also, you can't save the icons from the ICL file because the developer didn't implement this feature.
