Is it necessary to download the app to my PC? How is that possible?

Yes. Wisenet Device Manager is not a web-based service which means that it has to be downloaded and installed on your computer in order to work. You can get the application directly from its SI download page, then once the download is completed, extract the installer from the ZIP archive and launch it. I've tested the programs and it runs on Windows 10 PCs (you will need administrator privileges). The first time you run it, the tool will ask your permission to update itself, then it will run without any further issues.
