As far as I can see in all the images available on the web, the toolbar is somehow "stuck" in the application, meaning that from the moment you start it, the toolbar should be displayed. Go to the main menu and check the available options because, in most of the cases, you can hide or show the toolbar using only the menu bar.
Additionally, look in the installation folder for user guides or reinstall the application. Downloading from the Internet is not possible since the app no longer exists.
