I think that you are right. In theory, it shouldn't count, but some developers choose to do this in order to keep getting money from their customers. However, before purchasing CinEx HD again, I recommend going to the application's Member Area webpage and contacting the company to see if they can help you.
Unfortunately, if they tell you that you must purchase the tool again, there's not a lot that you can do about it. You can either do it or try looking for a different product with similar functionality.
