I believe this is happening because you didn't run the software as administrator. To do so, right click the installation package or its executable and choose Run as Administrator. If it gives you errors, then right click it again and choose Properties > Compatibility and select a previous version of Windows from the list.
Another cause could actually be compatibility meaning that the software doesn't work at all on your PC, or the package integrity is broken and a new installation file needs to be downloaded.
